The Valuation Sub-Directorate is the section in the Tariff and Trade Affairs Directorate of the World Customs Organization that deals with Customs valuation matters in relation to the WTO Valuation Agreement (“the Agreement”). The Nomenclature and Classification Sub-Directorate is the section in the Tariff and Trade Affairs Directorate of the World Customs Organization that primarily deals with the promotion, development and maintenance of the International Convention on the Harmonized Commodity Description and Coding System and the promotion of a series of Harmonized System related issues such as pre-entry rulings The WCO continued to assist its Members in implementing the Revenue Package, which provides guidance and best practices for improving the efficiency and effectiveness of revenue collection, as well as in implementing an advance ruling system for classification and origin, as required under the World Trade Organization’s (WTO) Trade Facilitation Agreement (TFA). The WCO also promoted the instruments developed under the Revenue Package to participants from Afghanistan, Kazakhstan, Kyrgyzstan and Tajikistan attending the Customs working group meeting and workshop organized by the US Department of Commerce as part of the United States-Central Asia Trade and Investment Framework Agreement.
The mission of the Office of Tariff Affairs and Trade Agreements is to serve as a vehicle for U.S. International Trade Commission (USITC) participation in the creation, modification, and maintenance of national and international product nomenclature systems for tariff, trade, and statistical purposes.
